UAE E-Invoicing Is Moving Closer: Is Your Business Ready?

The UAE’s transition towards mandatory electronic invoicing has entered an important implementation phase. The Ministry of Finance’s eInvoicing framework applies primarily to qualifying business-to-business and business-to-government transactions, while business-to-consumer transactions remain outside the mandatory system for the time being.

A compliant eInvoice is structured electronic invoice data—not simply a PDF, scanned invoice or invoice sent by email. The pilot programme and voluntary implementation began on 1 July 2026.

Importantly, Ministerial Resolution No. 66 of 2026 changed the deadline for businesses with annual revenue of at least AED 50 million to appoint an Accredited Service Provider. Those businesses must now: Appoint an Accredited Service Provider by 30 October 2026, and Fully implement eInvoicing by 1 January 2027.

The mandatory implementation date itself was not postponed.

For businesses with annual revenue below AED 50 million, the currently published timetable requires appointment of an Accredited Service Provider by 31 March 2027 and implementation by 1 July 2027.

What businesses should be doing now

Companies should review accounting and ERP systems, customer and supplier data, current invoice-generation procedures, contracts with finance and technology providers, selection and onboarding of an Accredited Service Provider, and internal responsibility for eInvoicing compliance. EInvoicing should be treated as more than an accounting-system upgrade; it is also a regulatory and contractual compliance project.
